Abstract
As you will hear, Stanley Sporkin and I have some fundamental disagreements with regard to policy. But Stanley Sporkin has, of course, earned the reputation as an unusually bright and dedicated public servant, and I'm genuinely honored to appear on a platform with him.
About six years ago I received an interesting proposal. That was, as a civil libertarian and somebody who had not been involved in securities regulation, to take a look at securities enforcement and react to it from a civil libertarian perspective.
