Jon O. Newman is a Senior Judge of the United States Court of Appeals for the Second Circuit (Connecticut, New York and Vermont), on which he has served since June 1979. He was Chief Judge of the Second Circuit from July 1993 to June 1997, and he served as a United States District Judge for the District of Connecticut from January 1972 until his appointment to the Court of Appeals.

Judge Newman graduated from Princeton University in 1953 and from Yale Law School in 1956. Subsequently, he served as a law clerk to Judge George T. Washington of the United States Court of Appeals for the District of Columbia Circuit and as senior law clerk to Chief Justice Earl Warren of the United States Supreme Court. From 1964 to 1969, Jon Newman was the United States Attorney for the District of Connecticut. Previously, he held staff positions with the Connecticut General Assembly and with Abraham Ribicoff’s service as Governor of Connecticut; Secretary of Health, Education and Welfare; and United States Senator.

Within the federal judiciary, Judge Newman has served as a member of the U.S. Judicial Conference and as chairman of the Conference's Advisory Committee on Federal Rules of Appellate Procedure. He is also a former member of tl1e Committee on Codes of Conduct, Committee on Appellate Judge Education and the Ad Hoc Committee on Cameras in the Courtroom.

Judge Newman lectures at the University of Connecticut Law School and is a member of the American Law Institute and the International Society for the Reform of Criminal Law, as well as a fellow of the American Bar Foundation and Connecticut Bar Foundation. He served on the American Bar Association's Action Commission on Tort Liability, and was one of the American Law Institute's advisers on the Restatement of the Law of Unfair Competition. He has written numerous articles for law reviews and is co-author of a high school text book, Politics: The American Way, which has been translated into several languages by the United States Information Agency.

Judge Newman was the 1984 Cardozo Lecturer for the Association of the Bar of the City of New York; the 1987 recipient of the Learned Hand Medal of the Federal Bar Council; and the 1992 Madison Lecturer at New York University School of Law. He is a trustee of The Endowment Foundation of the Greater Hartford Jewish Federation and a life regent of the University of Hartford.
